Petrópolis decrees new financial calamity and cuts spending Petrópolis City Hall / Disclosure The Petrópolis City Hall, in the Serrana region of Rio, once again declared a financial calamity for 180 days and announced a package of measures to reduce expenses and try to rebalance the municipality's accounts. The decree was published at the end of last week and, according to Mayor Hingo Hammes, the decision was motivated by the worsening of the city's financial situation throughout 2026. According to the document, the city hall must adopt stricter control over expenses and implement actions to increase municipal revenue. The municipality states that the lack of resources compromises the regularity of payments and may affect the continuity of essential services, such as health, education, civil defense, public transport and security. ? Over the next six months, the municipal administration must follow a series of measures to contain expenses and reorganize cash flow. Among the planned actions are the suspension of new expenses considered non-essential, the limitation of expenses with events, consultancies and training. The decree also determines restrictions on the payment of overtime, with the exception of areas considered essential, such as health, education and civil defense. The purchase of vehicles, furniture, equipment and other goods that are not considered essential will also be prohibited during the period. Furthermore, new agreements that depend on municipal resources and contractual amendments that result in increased expenses will require authorization from the mayor. According to the city hall, among the factors that contributed to the financial crisis are the reduction in own revenue and constitutional transfers, in addition to the high volume of mandatory expenses, such as payroll and social security charges. Increase in salaries In 2025, when Petrópolis declared a financial calamity for the first time, the 70% increase in the salaries of the mayor, deputy mayor and municipal secretaries was suspended by means of the decree. In the new publication, however, there is no mention of the suspension of adjustments. The increase remains blocked by court decision, and the State Audit Court (TCE) is carrying out an investigation into the case.
