Click and follow the g1 PA channel on WhatsApp According to the prosecutor, the 5th Public Prosecutor's Office for Collective Guardianship of the Environment and Urbanism of the Metropolitan Region of Belém proposed a Conduct Adjustment Term (TAC) to promote full integration between BRT Belém and BRT Metropolitano. A period of 20 days was given for the state and the municipality to comment on the proposal. "In other capitals there is only one system. It's such an absurd thing to actually have two systems. [...] Two systems are working operationally, but they are incompatible, they don't talk to each other. The population is the one who suffers, they are penalized", he stated. In May 2025, the MPPA had already highlighted flaws in the Belém BRT and recommended that management be transferred from the city hall to the state government. The measure was not adopted. In November 2025, BRT Metropolitano began operating without integration with the municipal system. Two “incompatible” systems The prosecutor reinforced that the duplicity of structures represents unnecessary expenditure of public resources. "It's a weird thing, totally weird, to have two systems. Our understanding is that it's a waste of public money, it's as if we were throwing money out the window. Billions were spent on these works, both by the city hall and the state", he said. According to him, part of the resources invested includes financing from the federal government, through Caixa Econômica. Currently, there are two distinct expenses for maintaining the systems: the municipal one, under the responsibility of Segbel, and the BRT Metropolitano, managed by NGTM with supervision by Arcon. Public Ministry recommends that the State Government take over the BRT Belém. The prosecutor stated that there is no exact figure for the total maintenance cost, but highlighted that there are overlapping lines. “Many of these lines, if they were integrated, we would be able to provide a better quality service,” he said. Integration proposal For the prosecutor's office, the system could offer more efficiency with a unified operation, including a single tariff and better coordination of lines. “We have two systems that should be together, coordinated, with a single tariff, with a quality of service that the population deserves, and unfortunately we don't have that”, he stated. Marco Aurélio Nascimento advocates that state and municipal representatives meet to align transport management, through the TAC proposal mediated by the MPPA. “The entities have to sit at a table with the state and municipal authorities to fine-tune this functioning, this operability”, he said. Importance of BRT The promoter highlighted the relevance of BRT for urban mobility and for areas such as economy, education and health. As an example, he cited the BRT Metropolitano, which allows passengers to travel from Castanhal to Belém with the payment of a single fare, reducing costs for users, such as students. Pará According to the promoter, the original project envisaged a unified system since 1991, based on studies carried out in partnership with the Japan International Cooperation Agency (Jica). However, there was a rupture in 2012, when the municipality and state began to develop separate projects.
