The Minister of Justice, Welligton César Lima e Silva, rejected an appeal presented by the former director of the federal penitentiary of Mossoró (RN) Humberto Gleydson Fontinele Alencar against the suspension sentence imposed on him after the escape of two inmates from the unit, in February 2024. The escapes of Deibson Nascimento and Rogério Mendonça were the first recorded in the history of the federal penitentiary system. The final report pointed out that “evident” negligence and violation of the duty of care on the part of employees at the Mossoró federal penitentiary contributed to the prisoners being able to escape. Despite this, the PF states that no evidence was found that the detainees received help to escape. Therefore, he closed the investigation without indicting any prison staff. The PF report points out that flaws in the penitentiary structure compromised the security of the unit and contributed to facilitating the escape of the two inmates. According to the document, the unit's fence, for example, was deteriorated and could be easily broken with your hands. The PF also points out problems in the cells occupied by the fugitives, who managed to use materials from the building's own structure to make tools.
