The document also establishes guidelines for producers to prevent and control the pest. According to the statement, the ordinance refers to the incidence of Huanglongbing (HLB), also known as "greening", a disease with no cure that affects citrus farming and is transmitted by the psyllid (Diaphorina citri). ? The classification was based on consolidated data from biannual reports sent by producers, phytosanitary surveys carried out by Agricultural Defense and validated technical studies. In the western, central-western and northwestern regions of São Paulo, the municipalities listed by the ordinance were classified as having a low incidence of the disease that affects citrus production. In municipalities classified as having a high incidence, producers who have diseased adult trees no longer need to carry out compulsory eradication of these plants. In these locations, elimination becomes mandatory only for plants up to three years old. In municipalities with low incidence, eradication remains mandatory for all plants with symptoms of greening, regardless of the age of the tree. According to the ordinance, the classification of municipalities will be reviewed annually, in the month of May, based on consolidated data from the previous year, and may be updated before this deadline if new official surveys indicate significant changes in the incidence of the disease. Guidance for producers SAA Resolution No. 32/2026 establishes the following rules for producers: Elimination of plants: the producer must remove, at his own expense and without the right to compensation, plants with HLB symptoms, adopting measures to prevent them from sprouting again. Mandatory eradication: in municipalities with high incidence, elimination is mandatory only for plants up to three years old. In those with low incidence, all plants with symptoms must be eliminated, regardless of their age. Classification of municipalities: municipalities with up to 10% of symptomatic plants are considered low incidence and those with a rate greater than 10% are considered high incidence. Definition of classification: the list of municipalities with high and low incidence is published through an ordinance from the Directorate of Agricultural Defense. Control of the transmitting insect: all producers must control the psyllid (Diaphorina citri), an insect that transmits the bacteria that causes greening, using methods of proven effectiveness. The resolution also determines that the existence of properties with citrus plants (Citrus spp.), Fortunella spp. will not be allowed. and Poncirus spp. without adopting measures to control the disease and the insect vector. Among the planned measures are: monitoring the insect vector in orchards every 15 days; application of chemical control or other effective method to prevent the development of the psyllid; periodic inspection of plants; eradication of plants with HLB symptoms up to three years old in high-incidence municipalities and of any age in low-incidence municipalities; acquisition of seedlings for planting and replanting only in establishments registered with Agricultural Defense. If inspectors identify plants with HLB symptoms in properties with non-commercial citrus production or in backyards, the person responsible will be notified to eliminate the plants. Furthermore, fresh citrus fruits must undergo brushing and processing to remove branches and leaves. The brushing step will not be mandatory for ponkan mandarin fruits (Citrus reticulata Blanco).
