In a statement, the Federal Police reported that it "became aware of the incident involving a federal police officer" and opened proceedings to investigate the facts. The deputy was accompanied by his mother and was irritated by the blockade. RPC, a TV Globo affiliate in Paraná, had access to the situation report. The document states that the delegate questioned the legality of the operation. "Why don't you go and arrest a thief? You don't go after a thief, right? [...] It bothers law-abiding citizens, blocking all traffic and causing disruption", the bulletin states. When the sergeant asked Carlos to identify himself, the deputy said he was on vacation and did not have company documents or weapons with him. According to the police report, during the conversation, Carlos harassed the police officer. "I'm a delegate of the Federal Police. I don't have to identify myself to you [...] Ridiculous, troglodyte, incapable of identifying a delegate of the Federal Police", stated in the B.O. Given the situation, PM lieutenants were called to witness the case, as well as a police chief and a PF agent. At first, according to the sergeant, Carlos would sign a Detailed Criminal Infraction Term (TCIP) at the scene of the incident, but he continued with the discussion and was taken to the police station. "He did not appear to be under the influence of any substance. What remains is arrogance, disrespect and a feeling of being superior to people," said the sergeant. Police officer was released, but arrested soon after for racial slurs. After the confusion, Carlos was interviewed and released. Shortly afterwards, however, the same police officer was reported for racial slurs and ended up being taken back to the police. Employees at a car rental company said Carlos offended them. According to the sergeant, the situation happened minutes before the confusion at the blitz. As determined, the delegate was not happy with the service provided and began to offend employees on site. "The racial insult, in this sense, was against the race, the skin color of the people who helped him. Before he went to our road block, he was delivering a car that he had rented, to a company here in the city. Unhappy with the service, with the vehicle itself, he started to offend these people, insulting them due to the color of their skin, because these people were black", said the sergeant who responded to the case. Carlos was taken back to the police station, where he provided information and was released. A police inquiry was launched to investigate the case. In testimony, delegate denied offenses. The RPC had access to Carlos' testimony. In it, the delegate denied that he questioned the legality of the blitz. "She [police officer] told him [sergeant] that I said they were police officers who didn't arrest criminals. At no time was this said. [...] I went to question the issue of bad traffic. I didn't question the quality of their work", said Carlos in the statement. It was discovered by the RPC that Carlos passed the Federal Police exam around 20 years ago. He lived in Rio de Janeiro and has been in Londrina for at least 18 years.
