At the time, prosecutors, auditors and inspection teams mapped the resources received by the hospital, in addition to expenses and services provided. During the investigation, healthcare, health, contractual, labor and financial irregularities were identified. The absence of specialist rosters, non-compliance with contractual obligations, loss of agreement with the State Public Servant Assistance Service (SAS) and non-compliance with technical recommendations were also discovered. The investigation also pointed out that there is a progressive indebtedness of Santa Casa, with the worsening of the financial situation due to overdue debts with suppliers, medical providers, taxes and essential services, such as water, electricity, internet and telephone. "The risk is worsened by the systemic effect of the crisis. [...] Santa Casa is not a peripheral or replaceable provider without immediate impact, but occupies a structural position in the regional public network. Therefore, any discontinuity, reduction or unsafe provision of services has repercussions on the entire care network, overloads other hospitals, compromises the regulation of beds and threatens the continuity of medical and hospital care for the population of Londrina and the Northern Macroregion of Paraná", stated in the decision. According to prosecutor Susana Lacerda, it is still not possible to know whether there were misappropriation of public resources by the Santa Casa board. She explained that the shipment with all the documents collected will be sent to the Ministry Federal Public, which will be responsible for carrying out the investigation.
