It connects the Guaxuma neighborhood, on the North Coast, to the Benedito Bentes neighborhood, in the upper part of the capital. g1 contacted Maceió City Hall, the Alagoas Environmental Institute and Materials Engineering (Engemat), responsible for the work. Until the publication of this report, only Maceió City Hall had commented on the construction (see the end of the text). The building shown in the video is the North Pier, a project that is still under construction. The residential will have two towers, with a total of 60 apartments. According to information available on the Engemat website, properties cost between R$1.4 million, in the simplest units, and R$3.4 million, in penthouses. They privatize everything," wrote one user. Another person commented: "Revolting. I see that nature has no value whatsoever for those who designed it, for those who authorized it and for those who bought it or are going to buy it." Environmental license Assembly plans construction of building on the seafront in Guaxuma Divulgação/ENGEMAT Ltda g1 contacted Maceió City Hall, the Environmental Institute (IMA) of Alagoas and Engemat to find out if the project has the necessary licenses and if the construction complies with the guidelines of the city's Master Plan. Maceió City Hall reported that, according to the Institute of Urban and Environmental Research, Planning and Licensing of Maceió (IPLAM), the construction of the building has regular licensing granted in accordance with current urban planning and building legislation, having complied with all legal and technical requirements applicable to the licensing process. The Alagoas Environmental Institute (IMA/AL) clarified that it was not the body responsible for the environmental licensing of the aforementioned project. He informed that in the location where the building is being erected, the competence lies with the municipal environmental agency, in this case Maceió, according to Complementary Law No. 140, of December 8, 2011. Also in accordance with the IMA, the aforementioned law sets standards for cooperation between the Union, states, Federal District and municipalities in administrative actions arising from the exercise of common competence relating to environmental protection. Engemat, responsible for the construction of the building, did not respond. Lack of Master Plan The professor at the Faculty of Architecture and Urbanism at the Federal University of Alagoas (Ufal), Regina Dulce Melo, stated that Maceió's Master Plan is out of date. According to her, who also has a PhD in Urban Studies from Unikent, in England, the document is from 2005 and should have been revised in 2015, but this did not happen. "What happens is that a new Master Plan was sent directly to the Maceió City Council. Before that, however, it should go through the Master Plan Council, of which the Architecture and Urban Planning Council (CAU) is part and participates in the analysis", explained the professor. The report questioned Maceió City Hall about the date of the current Master Plan. The agency was left to check the information.
