After three and a half years in office, the governor of Maranhão, Carlos Brandão (MDB), fully fulfilled 43 of the 68 promises made during the re-election campaign in 2022, according to a survey by g1. The Politicians' Promises project, by g1, monitors the fulfillment of commitments made by candidates for mayors, state governments and the Presidency of the Republic. At this stage, the survey considers a balance of what was delivered between January 1, 2023 and June 30, 2026, a period equivalent to three and a half years of office. Of the 68 commitments made by Brandão: 43 were fully fulfilled; 13 were partially fulfilled, with pending issues; 12 have not been fulfilled to date. Monitoring politicians' promises has been carried out by g1 journalists from all over Brazil since 2015. Implement telemedicine service from polyclinics The state implemented the Telemedicine program in November 2023, in partnership with the State Department of Health (SES), the Ministry of Health, through the TeleNordeste/Proadi-SUS project, and the Federation of Municipalities of the State of Maranhão (FAMEM). The initiative connects municipal Basic Health Units (UBS) to specialist doctors from state polyclinics and reference centers, offering more than 17 medical specialties. The state fulfilled its promise through the program of elective night surgeries, run by the State Department of Health (SES), within the "Surgeries – Here the Queue Walks" initiative. The implementation began in highly complex units in the Metropolitan Region, such as Hospital da Ilha, in São Luís, which began to perform surgical procedures at night to expand service capacity and reduce the waiting list. Implementing Clínica Sorrir units in polyclinics The state implemented the specialized dental care network with the creation of Clínica Sorrir units in São Luís and other municipalities in the state, including the Dental Specialties Unit (Clínica Sorrir) in Coroatá. Increase the number of mobile units and expand services available The state expanded the service routes of itinerant units through a partnership between the State Secretariat for Women (SEMU) and the State Secretariat for Health (SES). The trucks and buses began to carry out joint efforts offering preventive exams, mammograms, medical consultations and educational actions to combat gender-based violence. The initiatives reached several municipalities in the interior, as well as traditional communities, including quilombola territories and indigenous villages. Carry out joint efforts for ophthalmological care and procedures The state carried out joint efforts for eye health through the Cuidar dos Olhos program, carried out in partnership between the State Department of Health (SES), the Maranhense Hospital Services Company (EMSERH) and city halls. The initiative offers free ophthalmological consultations, distribution of prescription glasses and referral for elective surgeries, focusing on cataracts and pterygium, in addition to monitoring and treatment of chronic diseases, such as glaucoma. Implement regional units with specialized services for people with autism spectrum disorder The state has partly implemented regional units with specialized services for people with autism spectrum disorder. The government implemented specialized care for people with Autism Spectrum Disorder (ASD) through the TEA 12+ Center, in São Luís, in addition to expanding the service offering in other units in the capital, such as Shopping da Criança and the Olho d'Água neighborhood. The expansion to the interior of the state made little progress: among the regional units, only Bacabal received the service, with no implementation in other hub cities in Maranhão. What the government says: The government states that it implemented, in 2023, the TEA 12+ Specialized Center, which offers specialized services for people aged 12 and over with Autism Spectrum Disorder (ASD). According to state management, the unit was the first of this modality implemented in the Northeast and since its implementation. The government also informs that the services are offered at the units of Centro de Especialidades Ninar, CER Olho d'Água, CER Cidade Operária, Shopping da Criança and Centro Especializado TEA 12+, in São Luís, in addition to Shopping da Criança de Bacabal. A specific and consolidated state program for UPAs and polyclinics with public evaluation, qualification and award criteria was not found, as provided for in the commitment.
