Campinas can forgive R$918,000 in fines due to lack of fire department report; understand The City of Campinas (SP) published, in the Official Gazette this Thursday (16), a law that forgives fines for lack of documents from the Fire Department and changes the rules for property inspection. The amnesty applies to fines that have not yet been paid, including those registered as active debt. According to the city hall, 36 infractions applied between December 2025 and July 2026 may be forgiven, totaling R$917,928. It is not yet possible to say how many establishments will benefit, as the same property may have received more than one fine. The administration informed that each case will be analyzed individually. The value of the fines represents around 0.01% of the municipality's expected revenue for 2026. Therefore, the city hall states that the measure will not have a significant impact on public accounts and that the objective is to encourage the regularization of establishments. Why was there the amnesty? AVCB is a document that certifies that the building evaluated complies with fire safety standards at the time of the inspection. Thanineech Debt forgiveness occurs because the new law changes the way properties are inspected. Previously, the fine was applied at the beginning. Now, the process will have stages, giving the owner the chance to regularize the space before being punished. This change, according to the municipal administration, aligns the rules of the metropolis with the model of the Fire Department of the State of São Paulo, which already provides a warning and a deadline for adaptation before charging. The city hall emphasizes that the amnesty only forgives the cash value. The obligation to have the Fire Department Inspection Report (AVCB) or the Fire Department License Certificate (CLCB) continues. Furthermore, sealed locations will only be able to reopen after regularization. ? The Fire Department Inspection Report (AVCB) and the Fire Department License Certificate (CLCB) are documents that show that a property follows fire safety rules. They prove that the location has the measures required by the Fire Department, such as fire extinguishers, emergency exits and signage. How inspection will work The new law creates a step-by-step guide for places without inspection by the Fire Department. See the steps: Notification: the owner is notified to regularize the property. First fine and seal: if you don't meet the deadline, you will receive a fine of 1,000 Campinas Fiscal Units (UFICs) and the place may be closed. Second fine: if the seal is broken, the punishment increases to 5,000 UFICs, with new closure. Legal action: if the irregularity continues, the case will go to court. Provisional permit The law also allows some businesses to receive a Provisional Use Permit while they finish regularizing. To obtain the document, you must present proof from the Fire Department attesting that there is an ongoing deadline to comply with the requirements. The rule, however, does not apply to places with large crowds, due to the greater risk. The following are left out: Nightclubs and music bars; Religious temples; Buffets and party rooms; Clubs and event houses. There is still no estimate of how many locations will use the provisional license, as this depends on demand from owners and the deadlines given by the Fire Department.
