Mendonça authorized the PF to monitor Jaques Wagner's phone on suspicion of an operation leak

According to information from people familiar with the investigations, the senator himself was at the Supreme Court to speak with the minister on June 17, the day before the operation against him.

The measure, which includes real-time location monitoring (ERB) and access to call records, was motivated by an "acute risk of leakage" of the procedures.

In addition to Jaques Wagner, the minister authorized the measure against businessman Augusto Lima, the stepson of senator Eduardo Mendonça Sodré Martins, David Lopes Monteiro, Eduardo's father, Guilherme Henrique Sodré Martins, and the director of PKL One Participações Andréa Lima Novaes.

The report contacted the senator on Thursday night (30), but received no response. On previous occasions, Jaques Wagner denied any irregularities involving him with the bank.

Mendonça's decision was made on June 23rd and the confidentiality was removed this Thursday. The minister states that there have previously been cases in the Master's investigation of anticipating police actions.

Given this scenario, Mendonça considered access to location data "operationally relevant" to guarantee the effectiveness of the operation and avoid the destruction of evidence.

"It is important to highlight the occurrence of a fact that exacerbates the risks of undue leakage of the operation in this case. This is a request for a hearing, by one of those being investigated, received by my office, as Minister rapporteur of the case, on the same day that the Federal Police representations related to the current investigative phase were submitted (06/09/2026), including at a time before the distribution of some of the representations formulated", he said.

In the same decision, Mendonça restricts the measure to specific terminals and targets. As for real-time monitoring, the minister set a ten-day period for analysis.

The minister said he did not authorize access to the content of the communications. The PF can access technical data, metadata, call records, ERBs and connection information necessary for the approximate location of terminals and the reconstruction of the communication chain.

The PF is investigating suspicions that the senator received payments linked to Master through his daughter-in-law's company, in addition to an apartment in Salvador valued at R$2.5 million. The operation was launched on June 18.

The investigation was based on the analysis of material seized from Augusto Lima, former partner of Daniel Vorcaro at Banco Master.

In November 2024, the senator forwarded the contact details of the manager of Construtora Moura Dubeux, in Salvador, to Augusto Lima and wrote: "The unit is 1702 and the price is 2.45 million". The following day, he also sent the project's digital book, according to the police investigation.

On that same date, Augusto Lima would have passed on information about the broker, the project, the unit and the value of the apartment to an associate.

Six months later, Jaques Wagner sends a text message from "a son or daughter", according to the PF, and asks Lima to obtain information from the real owner of the property.

"Dad, good morning! To send the project with the changes to the apartment, it is also required to send the Technical Responsibility Register (RRT). To issue this RRT, data from the owner is necessary", says the message received by Wagner and forwarded to Lima with the request: "get this data".

"Such elements give plausibility to the hypothesis that the property was formally linked to a third party, in a structure of dissimulation of real ownership", states André Mendonça in the decision that authorized the operation.

The Federal Police identified a payment of R$3.5 million from a company linked to Augusto Lima to Jaques Wagner's "family nucleus", which according to Mendonça is evidence of proximity.

The transfer took place in October 2025, after the Central Bank blocked the sale of Master to BRB, and went from PKL One -which belongs to Lima's cousin, Andréa- to BN Financeira -which belongs to Eduardo Sodré, Jaques' brother-in-law.

Messages even show that Sodré demands that Augusto Lima make the payment. The businessman justifies the delay precisely because of the Master crisis.

In an interview with Folha de S. Paulo in June, Jaques Wagner called the PF's action "a piece of shit". He said he was not aware of the amounts paid to his daughter-in-law's company and that the investigation is "criminalizing any type of relationship".

"What the Federal Police have to prove, and they won't, is the exchange relationship. They invented that I worked for Banco Master. And I never worked in favor, I worked against it."

Mendonça authorizes PF to investigate Lulinha on suspicion of influence peddling

André Mendonça authorized the opening of an investigation to investigate suspicions of corruption and influence peddling in negotiations on medicinal cannabis. Lulinha's defense denies irregularities and points to possible political motivation in the investigation
