This Friday (3), the federal government launched Desenrola MEI, a program aimed at renegotiating the debts of individual micro-entrepreneurs (MEIs) registered in the Union's Active Debt. The MEI must make the Annual Simples Nacional declaration (DASN-SIMEI) Disclosure/Sebrae According to the government, around 3.5 million MEIs have debts registered in the Active Debt, totaling R$ 12.4 billion. The average value of debts is approximately R$4,000. The program will assist entrepreneurs with debts of up to R$20,000. ?The initiative provides for discounts of up to 70% on interest and fines, installments in up to 145 months and a minimum installment of R$25.
Expectation of recovering R$ 1.2 billion The attorney general of the National Treasury, Anelize Lenzi, stated that the measure will have no fiscal impact on the Union, as the debts covered are considered difficult to recover. The government's expectation is to recover around R$1.2 billion through renegotiations. "These are not just debts arising from the MEI. A CNPJ may have a debt, for example, with the Union's Heritage Secretariat, which is registered as an active debt. This debt is also included in the regularization program. It is a customized tax transaction program for payment sustainability and for the financial health of these MEIs and which closes the cycle of encouraging new credits", he said. In addition to the renegotiation, the government announced a proposal to increase the MEI's annual revenue limit. The complementary bill, sent to the National Congress this week, foresees raising the ceiling from the current R$81,000 to R$110,000 in 2027 and R$140,000 in 2028. The text also authorizes the hiring of up to two employees, compared to the current limit of one. "The economic effects are terrible, because this entrepreneur becomes a defaulter, his profit margin is squeezed, he goes to informal income, which hinders business development. Or he promotes mechanisms that are unwanted by the Brazilian government, such as growth on the side, opening another MEI", he stated. The government also announced the expansion of Contrata+Brasil, a platform that connects public bodies with micro-entrepreneurs to provide services. The number of economic activities eligible to participate will increase from 107 to 141 National Classifications of Economic Activities (CNAEs), with the inclusion of segments such as food, photography, cultural production, event organization and aesthetics.
