Ancine sues film about Jair Bolsonaro and fine could reach R$100,000

"In the case of foreign works filmed in Brazil, Ancine must be notified. A situation that did not occur in the case of the film 'Dark Horse'", states the agency.

The film, spoken in English, is starred, directed and written by Americans. The film's producer, Go Up Entertainment, is based in the US state of California, according to its website, but has also been registered as an economic agent with Ancine since July 2025, with headquarters in São Paulo.

According to Ancine, there were two attempts to contact the producer to request clarification, but, given the lack of response, the agency formalized the assessment and granted a deadline to present a defense.

The legislation provides for a fine of R$2,000 to R$100,000 for the production, in national territory, of a foreign audiovisual work without prior communication to Ancine.

Go Up Entertainment is headquartered in California, in the United States, according to information available on its website, but it has also been registered as an economic agent with Ancine since July 2025, with an address in São Paulo.

According to Ancine, distributor Europa Filmes filed a request for Registration of Foreign Work (ROE) for the film in June.

In May, the producer denied to Folha receiving funds from former banker Daniel Vorcaro for the project.

Information about the transfers was revealed by the website The Intercept Brasil. According to the publication, Master's former banker paid R$61 million to finance the film.

The publication also showed dialogues between Vorcaro and Flávio Bolsonaro about the transfers. In a statement, Flávio confirmed that he had asked Vorcaro for money for the film, but denied having received benefits.

Federal deputy Mario Frias (PL-SP), special secretary of Culture in the Bolsonaro government, would also have been an intermediary in the negotiations. Frias endorsed the producer's position in a statement and denied that there had been transfers.
