TCE-MT revokes suspension and authorizes consortium of mayors to maintain management of the Sinop Regional Hospital

The Court of Auditors of the State of Mato Grosso (TCE-MT) authorized the continued management of the Sinop Regional Hospital by the Vale do Teles Pires Intermunicipal Health Consortium after accepting an appeal presented by the State Attorney General's Office (PGE-MT). The decision took into account additional information sent by the State Department of Health of Mato Grosso (SES-MT) and revoked the suspension of the contract.

The consortium, formed by mayors from 16 municipalities in the north of Mato Grosso, officially took over management of the unit on May 25th. The change occurred amid legal questions about the entity's technical capacity to manage the hospital. One of the first measures of the new management was the departure of the then general director, Jean Carlos Alencar.

In June, the TCE-MT had suspended the transfer of management of the Sinop Regional Hospital to the consortium. At the time, the Court also interrupted financial transfers and highlighted doubts about the entity's technical capacity to manage the unit.

In the decision that suspended the contract, the rapporteur Guilherme Antonio Maluf pointed out signs of flaws in the technical studies that supported the change in the management model. According to him, the change required detailed planning, consistent technical justification and proof that it served the public interest, which, in the Court's assessment, had not been demonstrated.

The decision was also based on a report from the TCE-MT Permanent Health, Welfare and Social Assistance Committee. Among the main notes were:

- lack of more in-depth technical studies;

- Lack of proof of the consortium's experience in managing hospitals of similar size.

At the time, the Court also reported that the State Department of Health had not sent requested documents, such as information about the transition commission and the implementation schedule of the new management.

With the new decision, the TCE revoked the suspension of the contract between the State Department of Health and the consortium. It also authorized the resumption of financial transfers and management of the unit, maintaining monitoring of the transition phase.

According to the Court, there is no need to maintain the suspension of the contract at this time. The understanding is that any pending issues can be monitored during the execution of the agreement, without interrupting the services provided by the hospital.

According to the State Department of Health, the decision allows the management transition to continue and guarantees the maintenance of service to the population in the northern region of Mato Grosso.

In a statement, the State Department of Health stated that it remains committed to transparency, legality, legal security and strengthening the state public health network.
