He then terrorized other people for a period of almost 20 minutes: "During that time, he was able to approach many people, most of whom have not yet come forward" to report the incident, said Philadelphia Police Captain Jason Smith during a press conference.

According to the official, it is believed that at least six people were approached by the masked suspect.
Smith said only the woman filed a police report, asking anyone who was approached to come forward to authorities.
According to a statement from authorities, there is an open arrest warrant. Police admit that Hughes, a 1.73m black man with black hair, may have fled Pennsylvania and warn that the suspect has ties to California and Nevada.
Authorities also ask anyone who sees the suspect not to approach, but to contact 911 (emergency number in the USA).
Once detained, the suspect will face charges including terroristic threats, harassment, simple assault, reckless conduct endangering the lives of others and intimidation, Smith said.
