TSE defines time for electoral propaganda on TV; see how many minutes each candidate will have

The Brasil Pronto para Mais coalition, led by President Luiz Inácio Lula da Silva (PT), will have the highest participation during electoral hours, with 5 minutes and 31 seconds per day. The PL, which has Flávio Bolsonaro as its candidate, appears next, with 4 minutes and 20 seconds daily.

The PSD, represented by Ronaldo Caiado, will have 2 minutes and 2 seconds, while Avante, by Augusto Cury, will have 35 seconds. Candidates linked to parties that did not meet the requirements set out in electoral legislation will not participate in the free block time. This is the case of Romeu Zema (Novo) and Renan Santos (Missão).

The division takes into account party representation in the Chamber of Deputies and the rules of the so-called performance clause. By legislation, 90% of the time is distributed proportionally to the number of federal deputies elected, while the remaining 10% is distributed equally among the parties that meet the established criteria.

In addition to the programs shown on the network, the campaigns will be entitled to 30 and 60 second insertions spread across the broadcasters' programming. Throughout the first round, 433 insertions were allocated to the Brasil Pronto para Mais coalition, 339 to the PL, 159 to the PSD and 47 to Avante.

Free election hours will be broadcast from Monday to Saturday, with 50 minutes of network advertising per day, divided into two 25-minute blocks on radio and television. There will also be 70 minutes per day allocated to insertions, which can be broadcast between 5am and midnight, from Monday to Sunday.

The presidential advertisement will be shown on Tuesdays, Thursdays and Saturdays, on the same days that the campaigns for federal deputy will be presented. On Mondays, Wednesdays and Fridays, the space will be reserved for candidates for governor, senator and state representative.

Representation in the Chamber defines distribution

To establish the division, the TSE considered 510 federal deputies elected by parties and federations that meet constitutional requirements. Although the Chamber is made up of 513 parliamentarians, three seats were left out of the count because they were linked to parties that did not meet the performance clause criteria.

The largest group considered in the calculation is that of the União Progressista Federation, formed by União Brasil and PP, with 104 deputies. The PL appears with 98 parliamentarians, followed by the Brazilian Federation of Hope, composed of PT, PCdoB and PV, with 81 seats.

Next are the PSD, with 42 deputies, and MDB and Republicans, with 41 each. The PSB, which is part of the Brazilian Federation of Hope, has 18 representatives considered in the distribution.

The rule is provided for in article 47 of Law No. 9,504/1997 and considers, when defining advertising time, the representation of parties in the Chamber of Deputies. The performance clause, established by Constitutional Amendment No. 97/2017, also determines the criteria for subtitles to have access to the Party Fund and free time on radio and television.
