According to the PM, the team was called to contain the man, who was on public roads armed with a machete and showing risky behavior, threatening residents. The police reported that they tried to negotiate voluntary disarmament, but the suspect maintained a hostile stance. To contain him, the garrison fired rubber bullets. ? The official note from the Fire Department, however, provides a conflicting version of the means used by the PM. According to the rescue officers, the information gathered from the Military Police garrison at the scene was that, after using rubber bullets as the first measure, a firearm was fired. The victim would have been hit before falling into the reservoir. The notes from the PM and the Secretary of Public Security (SSP) make no mention of the use of lethal weapons during the approach.

MORE Initially, a diver tried to descend into the reservoir, which had a water column of four meters, but the maneuver was suspended because the water was highly contaminated with blood, posing a biological risk. A septic tank cleaning truck from the city council was requested to empty the cistern, but the machinery did not have the technical capacity to drain it. Elismar's body was only removed after firefighters improvised a lifting system with a hook. A soldier needed to be anchored to descend and tie the victim down.
