The measure was published in the Official Gazette of the Union this Wednesday (5). The decrees refer to weather events that occurred between July 23 and 29. At the end of last month, according to a survey by the state Civil Defense, 47 cities declared an emergency in the state. ? When the emergency situation is recognized, municipalities have access to federal resources intended for the response and recovery of areas affected by natural disasters, with the exemption from bidding for the contracting of goods and services. Emergency recognition allows cities to receive financial assistance for emergency measures, such as sending assistance kits, restoring essential services and recovering small infrastructure. After approval of the work plans presented by the municipalities, the federal government may authorize the transfer of resources for relief actions, assistance to affected families and reconstruction of infrastructure compromised by the rains. Vista Alegre RS remains on alert for rain A cold front associated with the formation of an extratropical cyclone in the ocean should cause a scenario of strong instability in Rio Grande do Sul this Thursday (6). The forecast indicates the possibility of storms with intense rain, hail and gusts of wind that could exceed 70 km/h in several regions of the state. According to Climatempo Meteorologia, the situation requires special attention throughout the day, especially between the afternoon and evening, a period in which storms tend to gain strength. The cyclone's action occurs mainly over the ocean, but it contributes to increasing favorable conditions for the development of storms over the Rio Grande do Sul territory. The first areas hit should be the West, the Campaign and the Missions. With the advance of meteorological systems, instability spreads to the Center of the state, Vales, Metropolitan Region, Costa Doce and part of the South Region. The most severe conditions are expected for the West, the Campaign, the Central region and regions of the Southern Half. In these areas, more organized storms may occur, accompanied by gusts above 70 km/h and, in some points, above 85 km/h. There is also a risk of hail and high volumes of rain. In other regions, including the North and Northeast of Rio Grande do Sul, the forecast points to isolated storms. Accumulated precipitation should vary between 10 and 50 millimeters, reaching up to 80 millimeters in specific locations. One of them, classified as danger, is valid from the early hours of Thursday until the morning of Friday (7) and covers areas in the Southwest, Northwest, Center West, Center East, Metropolitan of Porto Alegre, Northeast and Southeast regions of Rio Grande do Sul. The warning of great danger, the highest level of severity, comes into effect at noon on Thursday and continues until Friday morning.
