In a statement to the Civil Police, he stated that he kicked the child because she was crying. According to Prates, there is also a culture of social judgment that places the responsibility for controlling children's behavior on family members and caregivers, especially when they do not follow the social rules established by adults. In this context, society reinforces the idea that children can or should be beaten to behave better, as if this were the only possible strategy, explains the researcher. "We also need to be tolerant of moments when children behave in ways that are considered inappropriate and when parents are not physically attacking the children, but are calmly waiting for the child to calm down, offering strategies so that they can regulate themselves, without this being understood as carelessness or negligence", he advises. The solution, according to Prates, involves maturing the perception that children are not family property, but that they have the right to a family. As well as understanding that children are people with rights, with feelings, with needs and with expressions. "We have a low tolerance for children's inappropriate behavior. This often makes parents feel very embarrassed when their child displays any type of behavior considered inappropriate," he argues. A survey commissioned by the Maria Cecilia Souto Vidigal Foundation and carried out by Datafolha revealed that 29% of those interviewed admitted the use of violent practices, such as spanking and pinching, on children up to 3 years old. She explains that the Child and Adolescent Statute (ECA) establishes that the duty to guarantee the development, dignity and fundamental rights of children is a responsibility divided between the family, society and the State. "This means that we need to be vigilant about the dimensions of care and violence prevention. It means that we must support care and that we must intervene in cases of violence. The crime began to be investigated based on a police report registered by the girl's mother, who only found out about the crime after seeing the images on social media. An investigation was opened and the man gave a statement. He said he kicked the child because he was crying. After that, he was released to answer for the crime of bodily harm in freedom. In situations of bodily injury, the act is characterized when the crime is being committed or has just happened, therefore the possibility of arrest for being caught when the crime does not continue. This Thursday (9), however, he was arrested preventively. According to the Civil Police (PC-PR), the man's arrest was requested after the investigation identified a history of attacks against the children who lived with him — his daughter and five-year-old stepson. He is in Francisco Beltrão jail, with no deadline for his release. The man underwent a custody hearing and is being represented by the Public Defender's Office. The Civil Police formalized requests for urgent protective measures in favor of the girl, her brother and the mother who made the complaint. The Guardianship Council is also monitoring the case.
