Palmas City Hall hires company to repair damage caused by windstorm in Taquari Palmas City Hall hired, without bidding, a company for R$2.1 million to renovate houses hit by a windstorm in the Taquari sector, in the southern region of the capital. The hiring was published in the Official Gazette this Wednesday (15), seven months after the storm that caused destruction in the neighborhood. The municipality justified the exemption from bidding due to the state of emergency declared at the time. The windstorm occurred on January 8 this year and caused power outages, damage to roofs and walls, as well as falling trees. On that occasion, the city hall published two decrees: one establishing an emergency situation and the other providing assistance for victims of natural disasters. ? The municipality also said that it has already delivered support materials and carried out a social survey to identify the affected families. According to the Official Gazette, the emergency contract, signed by secretary Carlos Antônio da Costa Júnior, aims to carry out corrective maintenance of damaged residences, in accordance with the emergency situation declared by the city hall two days after the storm. In addition to the renovations, two companies were hired, also through exemption from bidding, to provide basic food basket kits, hygiene items and cleaning products to families. The contract was published in June, five months after the storm, with a total value of R$694,208.58. Damage in the southern region of Palmas At the time, Civil Defense worked to clean the streets and provide guidance to residents. Mayor Eduardo Siqueira Campos (Podemos) visited the sector and estimated that around 200 houses were damaged. Decree No. 2,841 defined the actions planned to help families. Among the benefits were the delivery of basic food baskets, drinking water, personal hygiene kits, cleaning materials, mattresses and blankets. In January, the Government of Tocantins also announced that R$426,000 would be allocated to assist 200 affected families. The hiring of a company specialized in engineering to carry out repair and corrective recovery services for damaged residential buildings was carried out by exemption from bidding, as provided for in art. 75, item VIII, of Law No. 14,133/2021, due to the emergency situation recognized by the Municipality and the Federal Government. The formalization of the contract only occurred after the completion of the technical surveys, the definition of the properties covered, the dimensioning of the necessary services and the approval of the work plan, essential steps to guarantee legal security, planning and correct application of public resources. The execution of services will follow the schedule and technical criteria established based on the diagnosis carried out by the Civil Defense and Social Assistance teams, prioritizing registered families and properties with damage compatible with the object of the contract.
