Rio das Ostras advances in Permanent Health Education

Meeting brought together technicians, managers and representatives of the Secom Municipal Health Council. Rio das Ostras City Hall took another important step towards the qualification of health services, with the implementation of the National Policy for Permanent Health Education (PNEPS) at the municipal level. In Rio das Ostras, technicians, managers and representatives from the Municipal Health Council met to set up the Permanent Health Education Commission (CEPS). The creation of the Commission represents an important milestone for strengthening permanent education practices in the Municipality. COMMISSION – The Permanent Health Education Commission is a collegiate body responsible for planning, articulating, monitoring and strengthening actions aimed at the development of health workers, taking as a reference the daily challenges of services and the needs of the population that uses the Unified Health System (SUS). In the SUS, Permanent Health Education understands the work process itself as a learning space. Based on critical reflection on the practices developed, the teams identify problems, share experiences and collectively build strategies to improve the care provided to the population. “The implementation and consolidation of the National Policy for Permanent Health Education constitute structuring guidelines for strengthening the SUS, in line with the principles of universality, comprehensiveness and equity, promoting integration between teaching, service, management and social control”, explains Michella Câmara, coordinator of the Permanent Education Center. MEETING – The event was attended by employees and managers from various sectors of the Municipal Health Department, including representatives from Health Surveillance, Primary Care, Specialized Care, General Superintendency of Human Resources, as well as members of the Municipal Health Council. During the meeting, the principles that guide the composition and functioning of the Commission, its duties and objectives were presented, as well as the diagnosis of the main demands, challenges and potentialities for the development of training, qualification and updating actions for professionals who work in the Network. "This is a fundamental step to enhance, qualify and expand training actions within the scope of the SUS, allowing learning processes to be increasingly connected to the real needs of services and the population. Our objective is to incorporate active methodologies, teaching resources and educational technologies that favor the participation of workers, reducing impacts on care agendas and promoting direct benefits to the quality of care offered to users", adds Michella. Michella also highlights the importance of expanding ongoing education actions for all health workers, including support professionals: technicians, administrative staff and reception teams, who play a strategic role in welcoming, organizing care flows and guiding users within health services. The formalization of the Commission, established in the Health Department's organizational chart, reaffirms the Municipal Management's commitment to the continuous qualification of SUS workers, to strengthening teaching-service-community integration and to expanding opportunities for raising resources and federal incentives for the development of Permanent Health Education.
