In a note released on Wednesday night, the Chavantes Group refuted the statements made by the mayor of Taubaté regarding the management of the Municipal University Hospital (HMUT). The entity states which fulfilled the contract's goals and attributes the problems faced by the unit to underfunding, the lack of adjustments and the lack of measures by the City Hall to resolve structural and financial issues. public statements by the mayor of Taubaté about the management of the Municipal University Hospital of Taubaté (HMUT), the Chavantes Group comes forward to clarify the facts. The statement that the entity does not provide adequate service to the municipality is not valid. Throughout its management, the Chavantes Group maintained the functioning of HMUT, met contractual goals, promoted assistance and structural improvements and guaranteed continuity of care even in the face of a contract that was financially outdated by the Municipal Administration itself. What needs to be said is that, in the last two years, City Hall did not create an effective solution agenda for the structural and financial problems of the contract. On the contrary, the entity sent letters, organized meetings, presented alerts, indicated risks and proposed ways to correct the points that were already being discussed, including in relation to the Court of Auditors' notes. Still, the necessary answers did not come. The City Hall is aware that the real cost of operating the hospital does not correspond to the approximately R$9.4 million per month currently transferred. The HMUT operation already exceeds R$ 12 million per month, an amount recognized by the City Hall itself when publishing a new call for an amount significantly higher than the current contract. Even so, for two years the expected readjustments, such as IPCA, collective bargaining agreements and restoration of the economic-financial balance, have not been applied. In the Chavantes Group's assessment, HMUT's operation was progressively pressured by decisions and omissions by the Municipal Administration: lack of financial recovery, questionable glosses, lack of renegotiation of goals, retention of essential resources, lack of solution for inherited liabilities and charges that did not consider the real operational capacity of the hospital in the first year of management. It is also important to clarify that the entity has always sought to address problems institutionally. Requests were sent regarding the need to replace and dismiss professionals inherited from the previous management, including in sensitive sectors of the operation, with an estimated financial impact of more than R$3 million. These situations depended on measures and resources that should have been agreed with the municipality, but did not receive the necessary guidance. While relevant structural questions remained unanswered, the entity was called upon to deal with specific routine notes, without the same willingness to face the central problems of the contract: insufficient financing, inherited labor liabilities, disallowances, recomposition of values, subrogation of professionals and sustainability of hospital operations. Regarding the Court of Auditors of the State of São Paulo, it is necessary to clarify that the decision mentioned by the City Hall did not determine the withdrawal of the Chavantes Group from the management of HMUT, nor did it indicate a failure in assistance, failure to meet targets or poor service provision. The notes concern the public call made by the municipality itself and the adjustment resulting from it, with an indication of corrective and adequacy measures. Furthermore, the decision of the TCE-SP has not yet become final. The City Council itself appealed the decision, but is now trying to use it as if it were definitive to justify the non-renewal of the contract. This narrative is contradictory and cannot be used to confuse the population. The Chavantes Group also does not accept that problems arising from contract underfinancing are used to disqualify the entity's operations. The City Council is aware of the municipality's financial reality and knows that indebted management requires planning, agreement and responsibility. HMUT also carries liabilities and obligations inherited from previous administrations. Instead of acting to correct this scenario, the Municipal Administration worsened the imbalance by failing to restore the contract and applying measures that further reduced the operation's financial capacity. Regarding payments to professionals, it is important to clarify that the aforementioned court decision did not determine the immediate blocking of HMUT resources, nor did it oblige the City Hall to make a judicial deposit at that time. The Court had requested that the municipality inform, within the legal deadline, whether there were amounts to be transferred to the Chavantes Group under the management contract. Even so, before verifying the nature of the amounts, before confirming whether the debt discussed was actually due and before the entity could comment on the process, the City Hall carried out, on its own initiative, the judicial deposit of resources linked to the cost of the hospital. In practice, amounts that should be used for payroll, suppliers, medicines and inputs were removed from the unit's financial flow. The measure directly compromised the payment of professionals and the maintenance of hospital operations. After a statement from the Chavantes Group, the retention was reviewed, precisely because it was a public resource specifically intended for the operation of an essential health service. Regarding statements about cleanliness, structure and service, the Chavantes Group reinforces that any comments are investigated and treated technically, without generalizations. The unit achieved ONA Level 1 accreditation, granted to institutions that meet patient safety standards, quality of care and organization of internal flows. To receive certification, it is necessary to achieve at least 80% of the evaluated criteria, which proves the existence of protocols, processes and technical control in management. It is also noteworthy that generic criticisms are made without considering that the current Secretary of Health directly monitored the reality of HMUT in a previous period, when he held a management role in the unit. Therefore, you are aware of the financial, structural and operational limitations faced by the hospital. In fact, his own trajectory demonstrates that the management of the unit cannot be reduced to a narrative of poor service provision. The City Hall also mentions expansion of beds and renovations. The Chavantes Group recognizes the importance of structural improvements, but reinforces that beds, wings and hospital services do not just work with physical structure. Adequate funding is required for professionals, medicines, supplies, equipment, exams, food, maintenance and suppliers. It is not enough to open or renovate spaces without guaranteeing the necessary resources to keep them in safe operation. It is also necessary to highlight that, to date, City Hall has not presented objective information on how the HMUT management transition process will be conducted. There is no formal definition of who will take over the unit, what the professionals will be like, what contracts will be maintained, how supply will be guaranteed and what the operational schedule will be to avoid discontinuity of care. The public call for the choice of a new entity is suspended by the Court of Auditors. The Chavantes Group rejects the attempt to classify as “fake news” or “denouncements without proof” legitimate questions made by councilors, the press and other institutions.
