PEC that ends the 6x1 scale reaches the CCJ, and Lula government becomes an ally in the rapporteur

The rapporteur for the PEC that ends the 6x1 scale will be senator Omar Aziz (PSD-AM). The rapporteur for the proposal that expands federal competence in the area of ??public security will be Rogério Carvalho (PT-SE).

"Brazil awaits these advances, and the Senate is taking important steps to achieve them. The PECs at the end of the 6x1 journey and Public Security, President Lula's absolute priorities, are moving forward as a result of institutional dialogue and intense coordination work", stated the government leader in the Senate, Teresa Leitão (PT-PE).

Initially, the government arranged for the president of the CCJ himself, senator Otto Alencar (PSD-BA), to call on the PEC's rapporteur to end the 6x1 scale. The parliamentarian, however, warned that he would not like to use this prerogative.

Omar Aziz then emerged as a possibility that pleases Lula. The idea of ??placing a centrist ally, and not a PT member, to report the text is to facilitate its processing. The government's idea is to try to approve the PEC without changes in relation to the text approved by the Chamber in May.

If the proposal is changed, it will be returned to the deputies for analysis, which would delay its processing and make it even more difficult to enact it before the election. The government is in a hurry because, due to the electoral campaign, Congress will only have one week of voting, between August 31st and September 4th, until the election.

Lula has repeated to allies that he plans to make the end of the 6x1 scale a campaign flag. His main opponent, senator Flávio Bolsonaro (PL-RJ), has a divergent stance and defends the creation of a payment system based on hours worked.

Business entities began to define strategies this week to prevent the text from being approved before the election. The October election is seen as putting pressure on senators, who would be embarrassed to vote against the proposal. According to a Datafolha survey in March, 71% of Brazilians support a reduction in work schedules.

The 6x1 advance occurred after Lula resumed his relationship with the president of the Senate, Davi Alcolumbre (União-AP). They had been broken since April, when the House rejected the nomination of the Union's attorney general, Jorge Messias, to the STF (Supreme Federal Court).

Alcolumbre, then, began to suppress agendas of interest to the government. In addition to the end of the 6x1 scale and the Public Security PEC, he held the project that creates the national policy on critical minerals, the so-called rare earths, which is treated by Lula as "a new pre-salt".

Lula and Alcolumbre met at the beginning of August, in a first gesture of rapprochement, after insistence from PT's allies. The campaign for the white flag included the government leader in the Senate, Teresa Leitão, minister José Guimarães (Institutional Relations) and PT leader, Camilo Santana (CE).

"Since assuming leadership of the Government, I have worked to build the necessary understandings and move forward with issues that are so important to the lives of Brazilians", said Teresa Leitão. Now, the government considers that there is a chance to vote on all the proposals of interest.

There is a new meeting scheduled between Lula and Alcolumbre for next Wednesday (26), also with the president of the Chamber, Hugo Motta (Republicanos-PB). The official matter is the MP (Provisional Measure) that ends the so-called "blouse tax", which needs to be voted on by September 8th to avoid the return of the tax on international purchases of up to US$50.

Unofficially, allies indicate that an agreement can now be created to vote on the end of the 6x1 scale and for the Public Security PEC in both Houses, in a scenario where the texts are changed by senators. When questioned, minister José Guimarães simply stated that the government's intention is to "vote everything".
