Pardal 2026 will have AI to categorize electoral complaints

O aplicativo é um importante instrumento de participação cidadã e permite que eleitoras e eleitores comuniquem à Justiça Eleitoral situações que considerem irregulares, além de possibilitar o acompanhamento das denúncias realizadas. O foco do Pardal Móvel é a propaganda eleitoral irregular, tanto na internet quanto em outros meios. Ao selecionar o tipo de propaganda, a própria ferramenta apresenta orientações sobre as regras aplicáveis e auxilia no registro da ocorrência.

Uma das inovações deste ano é a implementação de uma aplicação de Inteligência Artificial (IA) que fará a categorização das denúncias, no momento dos registros, conforme a natureza de cada uma. Dessa forma, a inovação irá auxiliar o trabalho de analistas da Justiça Eleitoral, que encaminharão as denúncias feitas aos órgãos responsáveis. Outra mudança é a interface do Pardal, que está mais intuitiva e com acesso facilitado ao cidadão e cidadã.

Durante entrevista coletiva à imprensa de apresentação da ferramenta, a presidente do TRE-MT, desembargadora Serly Marcondes Alves, ressaltou a importância do Pardal como um instrumento de controle social. “É um canal que a Justiça Eleitoral tem com o cidadão, com o eleitor, é um importante canal de denúncia sobre todas aquelas condutas vedadas no âmbito da propaganda eleitoral. O diferencial para 2026 é a incorporação da Inteligência Artificial para fazer a categorização da denúncia que, depois, irá passar pela triagem da Ouvidoria Eleitoral, responsável pelo encaminhamento necessário”.

Presente no evento, a coordenadora do Gabinete da Propaganda do TRE-MT e ouvidora eleitoral, juíza Glenda Borges, manifestou a satisfação em apresentar o Pardal. “Trata-se de um importante instrumento de participação da sociedade no processo eleitoral. Por meio dela, eleitoras e eleitores podem comunicar à Justiça Eleitoral possíveis irregularidades relacionadas às eleições, contribuindo para que essas situações sejam conhecidas e, quando necessário, apuradas pelos órgãos competentes. A participação da sociedade é fundamental para a construção de eleições cada vez mais íntegras, transparentes e legítimas. A Ouvidoria Eleitoral está preparada para fazer o encaminhamento necessário”, assegurou.

Objective information directly related to the fact contributes to the occurrence being properly analyzed by the Electoral Court."

To use the system, the user must identify themselves using e-Título or Gov.br identification. The requirement seeks to provide security and credibility to the information presented. Despite identification, the data of the reporting person remains protected and is not exposed to the public or the person reported.

The procedure is carried out directly through the application. The person starts by describing what happened and then an artificial intelligence tool suggests a category for the report. This suggestion can be changed by the user. Then, specific guidance on the type of advertising is presented, the necessary fields are filled in and the evidence is attached. After checking the information, the complaint is sent and the protocol must be kept for follow-up.

The use of artificial intelligence is intended to support filling. The decision to confirm the information and actually send the report remains with the user. Likewise, it is not necessary for the citizen to make a definitive legal judgment on the situation: it is up to him or her to report the fact, while the analysis and measures are the responsibility of the responsible authorities.

Each situation is forwarded to the appropriate channel

Possible irregularities in electoral propaganda are referred to the electoral courts, responsible for exercising police power. Situations related to electoral crimes and other illegal acts that affect the dispute are directed to the Electoral Public Prosecutor's Office channel. Cases of disinformation capable of affecting the integrity of the electoral process are sent to the Electoral Disinformation Alert System (SIADE).

Within the scope of the Electoral Justice, the Electoral Ombudsman organizes and screens complaints, forwarding news of irregularities to the responsible electoral zone. Electoral offices and courts receive the reports and take appropriate action. When necessary, the complaint can be reported in the Electronic Judicial Process (PJe) as a Notice of Electoral Advertising Irregularity (NIPE).

Complaint follow-up

After submission, each complaint is analyzed, considering the description presented, the data provided and the evidence attached. Depending on the case, the candidacy, party, federation or coalition may be notified to provide clarifications or prove the regularization of the situation.
