Mendonça has told people around him that it is still early to reach this conclusion and that the conversations intercepted by the Federal Police may still indicate the participation of competent authorities.
This is because the investigation concerns negotiations that Lulinha would have made with the Ministry of Health to obtain approval for the commercialization of medicinal cannabis in Brazil.
