The President of the Republic and candidate for re-election, Luiz Inácio Lula da Silva (PT), said this Wednesday, 19, that the defense of national sovereignty cannot be limited to "speech", but can also be reflected in military investments. Lula said that it is necessary to "be prepared" to "be able to say no".

"We don't have national sovereignty because we make speeches. Speech is just words. The adversary sometimes doesn't even listen. We need to be prepared for them to know that we will have the strength to be able to say no, to say that we are going to compete. What we cannot do is be a country of this size with our heads down our entire lives", declared the president.

The speech was given during the nominata (the moment at which the speech begins in which politicians thank the people present), at an event in Iperó (SP), during a visit to the Nuclear Industrial Center of Aramar.

Lula also defended that Brazil "can enrich uranium, for peaceful purposes", and that it is necessary to find resources in the Budget for more investments in defense.

"I'm going back to Brasília and we're going to find the resources so that we can finish, once and for all, this submarine. This means making it easier for our youth to have hope," he declared. "The submarine is important so that we have technology to give and to sell. So that we can enrich uranium, for peaceful purposes, as is in our Constitution, to sell to the world."

The president complained about the fact that investments that were made during his first two administrations ended up being left aside and other presidents who succeeded him did not make defense contributions. He said that the constant contingencies in the Budget make it difficult to continue works. He did not mention, however, that his government even makes blockades and contingencies in the Budget when necessary.

"We depend on the Union Budget and it, sometimes, needs to be contingency. Often in one year, you have two, in the next you have one. In one year you have three and in the next you have nothing. This does not allow continuity for us to say that we are going to complete a project in such a long time. I come back here today and again I am faced with the discontinuity of the Budget", said Lula.

Praise for the president of Petrobras

At the same event, the President of the Republic joked and called the president of Petrobras, Magda Chambriard, the "queen of Brazil" because of the discovery of oil in the Equatorial Margin.

"I want to greet our dear tycoon Magda Chambriard, president of Petrobras, because after the discovery of oil in the Equatorial Margin, this girl looks like the queen of Saudi Arabia and queen of Brazil", said Lula, drawing applause from those present at the scene.

Last Friday, Petrobras announced that it reached the Poço de Morpho reservoir, in the Foz do Amazonas basin, on the Brazilian Equatorial Margin, identifying the discovery of hydrocarbons, which could represent the presence of oil or natural gas at the site. Poço de Morpho is located approximately 175 km off the coast of Amapá. On Monday, in a press conference, the president of Petrobras, Magda Chambriard, confirmed the existence of oil. "There's oil, there's discovery. We still don't know how much."
