The decision was described in decree N° 112/2026, published in the Tuesday (18) edition of the Official Gazette of the Municipality and was justified by the difficulty of keeping essential public services running due to the drought in the Madeira River. The emergency decree is a resource provided for in the National Civil Protection and Defense Plan (PNPDEC), and allows municipal management to adopt exceptional administrative measures to mitigate the impacts of a disaster, such as an intense drought. It allows, for example, the city hall to request resources from the Federal Government to guarantee the continuity of essential services. In a municipality like Humaitá, where access by road is limited and river transport is the only one used to supply and transport people in certain communities, a river level that is too low compromises logistics and makes it more difficult to serve the population.
