The Chamber of Deputies approved this Wednesday (12) a bill that determines the suspension and revocation of the CNH (National Driving License) of anyone who uses their car to abandon or help abandon animals on the street.

The proposal amends the Brazilian Traffic Code to make the practice a very serious offense and provides for the suspension of the right to drive for one year, in addition to a fine multiplied by ten. If the abandoned animal is a dog or cat, the suspension increases to 18 months, that is, a year and a half.

The text still needs to pass the Senate and be sanctioned by the president to become law.

The National Driving License will be revoked if the driver commits the same offense again within a period of up to 24 months.

The fine provided for by the project will be doubled if the abandonment results in the animal's death, being run over or injured.

Punishments will also be applied, in the same terms, when abandonment occurs with the use of vessels, such as motor boats, sailing vessels or speedboats.

The bill was reported by deputy Fred Costa (PRD-MG). In his opinion, he stated that the use of vehicles to abandon animals in public places increases suffering, increases the risk of death, being run over, hunger, thirst and disease, in addition to harming road safety.

"The use of a vehicle to abandon an animal is particularly reprehensible. As a rule, the conduct involves deliberately moving the animal to a place where the intention is to make it difficult to return, rescue or identify the person responsible. The means used, therefore, are not neutral," he said.

"The abandonment of domestic or domesticated animals, under any circumstances, represents a practice of cruelty incompatible with the constitutional duty to protect fauna and with the prohibition of conduct that subjects animals to cruel treatment", he added.
