Professional female players
Limiting the registration of non-professional players in the country's competitions seeks to encourage the professionalization of athletes.
In the main division of national competitions, the text allows the registration of a maximum of four non-professional athletes per team. In other divisions, the number of non-professional players can be up to six per team.
The text also determines that the Executive must gradually reduce these limits, “until the total professionalization of official women's football competitions”.
Incentives for equality
The bill provides incentives for the promotion of equal pay between men and women in football, in addition to inducing the publication of the game calendar early enough to allow clubs and athletes to plan.
According to the approved text, sports organizations must provide the same structure (equipment and support teams) used by men's teams.
Another innovation in the proposal is a change in the General Sports Law to include the obligation of female teams in organizations that train athletes in football.
The project also encourages the expansion of women in management, refereeing and technical management positions and requires the development of a plan for the legacy of the 2027 FIFA Women's World Cup.
“Unrestricted” respect for the rights of pregnant women and motherhood, and the creation of protocols to combat discrimination, racism and violence against women in football are among the measures foreseen in the project.
Intangible cultural heritage
In another vote in the same plenary session, the deputies approved PL 1,842 of 2025, which recognizes football as a manifestation of national culture and as an intangible cultural heritage of the Brazilian people.
“Football is one of the most significant Brazilian cultural manifestations, with a central role in the construction of national identity and social cohesion, transcending the sports field to influence music, literature, cinema and several other artistic and cultural expressions”, wrote the author of the proposal, deputy Helio Lopes (PL-RJ).
The proposal also provides for the Executive Branch to promote actions to safeguard and enhance football “as an expression of national identity, ensuring the right to memory and preservation of this practice”.
