Abilio highlighted that the solution was built in approximately 20 days and went through technical and legal discussions before reaching the Chamber. "This sanction signing event is to thank the City Council. The councilors quickly mobilized and approved it by an absolute majority", he said.
The president of the City Council, councilor Paula Calil, highlighted the sensitivity of parliamentarians in approving the proposal. "Nobody wants to be late with their documents or be caught by surprise having their vehicle or motorcycle sold. When you have a public policy like this, which promotes this exemption from the yard, which is what makes it more expensive, this is very important", he stated.
Councilor Antônio Lemes also highlighted that the proposal managed to unite councilors from the base and the opposition. “Even the councilors who say they are in opposition came together in support of this objective of approving this bill,” he stated. For Lemes, the measure mainly benefits lower-income families who are unable to keep up with the daily increase in debt while the vehicle remains in the yard.
The municipal secretary of Urban Mobility and Public Security, Colonel Francyanne Lacerda, highlighted the joint work to make the proposal viable. According to her, different departments participated in the preparation of the measure, with direct action from the Municipal Attorney General's Office. “It’s a new initiative on the part of the mayor, thinking about those people who are in need and have their vehicle impounded,” he said.
The benefit is exceptional and applies exclusively to vehicles already included in the Cuiabá Public Auction Notice 03/2026. The owner or legal representative must submit an application to the Municipal Secretariat of Urban Mobility and Public Security, pay off debts that were not covered by the measure, regularize the vehicle and present a valid CRLV-e. The requirements must be met up to five days before the scheduled auction date.
Abilio reinforced that the initiative is one-off and will not automatically be repeated in future auctions. Anyone who does not comply with the requirements within the deadline will continue to be subject to the alienation procedure. "There will not be another amnesty like this. This is about these circumstances. The law is specific to this situation", he concluded. The legislation also expressly establishes that the benefit cannot be extended to vehicles from other auctions or disposal procedures.
