The understanding considers positions from the Federal Supreme Court (STF), which indicate that the selection of the Board of Directors must take place from October of the year prior to the beginning of the mandate. In this case, the vote was scheduled for approximately six months before the start of the biennium, which, in the Court's preliminary assessment, could violate constitutional principles such as the alternation of power and the contemporaneity of elections.
