In the document sent to the Chamber, the mayor argues that the use of funds from the Legislature for councilors' individual consumption expenses reduces the Chamber's own capacity to make structural investments or return any financial surpluses to the municipal coffers. At the conclusion of the veto, Ronald de Cássio states that he took into consideration what he classified as a “manifest public outcry” and “evident contradiction to the collective interest” to decide on a full veto of the project. The proposal had been approved by the City Council by 7 votes to 2. The mayor, Pedro Paulo, and councilor Vinícius Curty voted against the project.
