Moreira, who was on the General Staff of the Military Police of the State of Rio de Janeiro (PMERJ) previously commanded the 11th BPM, in Nova Friburgo, headed the Specialized Rondas and Crowd Control Battalion (Recom), was deputy commander of the 39th BPM, in Belford Roxo, and director of the Central Ammunition Depot (DCMUN).
