Among the beneficiaries mentioned in the investigation are companies linked to Luis Antonio Mendes, son of the former governor, as well as Fábio Garcia, former head of the Civil House and current candidate for vice-governor, Fernando Robério Garcia, father of Fábio Garcia, and other political allies.
The report also informs that the agreement with Oi was conducted by the then lawyer Ricardo Gomes de Almeida, who was later appointed judge of the Court of Justice of Mato Grosso on the recommendation of Mauro Mendes, in November 2025. Almeida is also among the targets of the operation.
The decision that authorized the operation was issued by the Minister of the Federal Supreme Court (STF) Flávio Dino and is being processed under secrecy. Until the publication of the Estado de S.Paulo report, Mauro Mendes, Banco Master and Oi had not commented on the operation.
