The PAM is described in Official Letter No. 258 - PRES/SGTJ, dated August 17, 2026, signed by the president of TJAM, judge Jomar Ricardo Saunders Fernandes. The favorable opinion to the proposal was signed by the then national justice inspector Mauro Campbell Marques. The project will be discussed by TJAM in a full session that takes place this Friday (21). If approved by the Court, it will go to the Legislative Assembly of the State of Amazonas (Aleam), where it will be voted on by the 24 state deputies. ? In a unanimous vote, CNJ maintains the removal of three judges from Amazonas suspected of irregularities What the CNJ opinion says According to the CNJ opinion, the proposal is justified in the public interest based on the state's population growth of 13.49% and the 211.5% increase in the number of new cases analyzed by the TJAM, in addition to the 225.5% growth in the pending collection. The body also concluded that the increase in expenditure with the creation of new positions is appropriate to the current budget law, and that the implemented expenditure will remain below the maximum limit of 6% provided for in the Budget Guidelines Law (LDO). The increase in positions is expected to be done in three blocks, namely: four new judges and civil servants installed in 2026; two new judges and servers installed in 2027; and the last two judges with the remaining civil servants in 2028. The CNJ informed, however, that the opinion is only valid if the proposal does not undergo significant modifications that increase positions or expenses during the approval process. In case of any modification, the matter must be returned for new analysis.
