According to the document, the unit serves residents of Lumiar, São Pedro da Serra and neighboring locations and, therefore, the choice of name should represent the entire community. "The definition of its official identity and name should necessarily seek the maximum agreement possible, serving as a factor of union, identity and strengthening of community ties, and not as an element of discord or unilateral imposition." The justification adds that the veto would allow consultations with the population. "The total veto presents itself, therefore, as a necessary measure to prevent the validity of the rule that undermines the social harmony of Lumiar, allowing the opening of a broad democratic dialogue and the holding of public consultations (...) in order to build a consensual solution that takes into account different understandings and strengthens the unity of the community." The representative of the Lumiar Residents Association stated that the veto request was motivated by the lack of public consultation before the project was approved. "There was simply community movement, both from the fifth and seventh districts, because there was no open consultation with the community." According to him, residents only found out about the proposal after it had already been approved by the Chamber. "The vote, we were not notified, we didn't even know that this was being voted on. When the community found out, the community said: 'Hey, we have other options that we would like to pay homage to who for many years helped us with this health issue'. Hold a popular consultation with the names of the two people to see what the community votes for. This was the reason for the veto that was requested from the mayor." Discussion during the session During the reading of the justification for the veto, councilor Cláudio Damião (PT) challenged the conduct of the session and asked that the arguments presented by parliamentarians in favor of overturning the veto be read. "I want to request, in the same way, the reading of the challenges to the veto that we filed on June 15th, because this is part of the process. (...) It's trying to change now a decision that this House took in two votes." While the document was read, Isadora's family interrupted the session to contest the justification presented by the Executive. "This is not about tribute" After the vote, the girl's father, Ruan Carlo Stulpen, stated that the objective of the proposal was never just to honor his daughter, but to preserve the memory of the case that led to the creation of the health unit. "I saw a very large mobilization of people to remove the name of an innocent girl who died because of an absurd negligence." According to him, the name of the unit would serve to remember the origin of the public equipment. "It's not about honoring anyone else, it's about a memory of a tragedy, something we don't want to experience again in our region." Residents criticize decision After the vote, residents left the plenary protesting against the result. One of the representatives of the movement in favor of the project, Janiele Costa, criticized the change in position taken by the councilors.
