The distribution of time for candidates and political parties was announced at a public ceremony held at the TRE headquarters, in the Graças neighborhood, in the North Zone of Recife, on August 21st. Of the eight candidates for governor of Pernambuco in this year's elections, only three are entitled to advertising on radio and TV (find out why at the end of this report). ? According to the TRE, there will be two fixed blocks of 25 minutes of electoral propaganda each day, except Sundays, from August 28th to October 1st. On the radio, the reserved times are from 7am to 7:25am and from 12pm to 12:25pm. On television, they are from 1pm to 1:25pm and from 8:30pm to 8:45pm. Within the 25 minutes of each block, the electoral guide for each position is divided into alternate days: On Mondays, Wednesdays and Fridays, the candidates for state governor (9 minutes), state deputy (9 minutes) and senator (7 minutes) will air; On Tuesdays, Thursdays and Saturdays, the candidates for president (12 minutes and 30 seconds) and federal deputy (12 minutes and 30 seconds) are shown; On Sunday, there are no free election hours. The propaganda time in the dispute for the government of Pernambuco may still undergo changes depending on the resolution of the imbroglio involving the PSDB/Cidadania Federation remaining in Raquel Lyra's coalition (understand the impasse in the Electoral Court). TRE informed g1 that the trial in this case is scheduled to take place in the court's plenary on Wednesday afternoon (26). If the federation leaves the coalition, electoral propaganda time will again be redistributed to the position of governor. The volume of propaganda was also released by the Regional Electoral Court and follows the same distribution logic as the electoral guide. Check the number of insertions for each candidate for the PE government, in alphabetical order: Ivan Moraes (PSOL): 64 insertions per day; João Campos (PSB): 473 insertions per day; Raquel Lyra (PSD): 441 insertions per day. The TRE also defined the order in which the electoral guide will be shown on radio and TV, through a draw accompanied by representatives of the political parties. The display order alternates the following times. Understand how distribution is made The number of parties defines the space for each candidate in mandatory electoral propaganda. According to the Superior Electoral Court (TSE), to calculate the time for free electoral propaganda, the 510 federal deputies elected by parties and federations that met the requirements of Constitutional Amendment nº 97/2017, which determines the "barrier clause", are considered. According to the Electoral Court, to achieve this clause, a political party must elect at least 11 federal deputies, distributed across at least nine units of the Federation; or win at least 2% of the valid votes in the elections for the Chamber of Deputies, distributed in at least nine units of the Federation, with a minimum of 1% of the valid votes in each of them. From this distribution, the amount of advertising time is calculated and the number of daily insertions on radio and TV for each party is defined. Currently, João Campos' coalition represents parties that have a total of 206 federal deputies elected in 2022, against 173 for Raquel Lyra and 15 for Ivan Moraes. If the PSDB/Citizenship Federation leaves Raquel's coalition, the candidate will lose 18 deputies, and a new calculation will be made, changing the difference in advertising time between the three tickets. Candidates Guilherme Fonseca (PSTU), Professor Jeremias do Banco (Democrat), Professor Camila (UP), Renan Hallais (Missão) and Victor Assis (PCO) are from political parties without representation in the Chamber of Deputies and which have not reached the TSE's "barrier clause". Without achieving such a result, these parties and their candidates lose the right to resources from the Party Fund and free advertising on radio and television. ??
